You should start off with a freehost. There is a list of sites in the BBor. Then you should pretty much expand your knowledge by reading the following sites:
Its hard to say like what steps you should take but if you have certain queestions, we can help.

If your asking what I think your asking, it's between Freewebs & Geosites.

^ In my opinion Geocities isn't that good.
I'd recommend Freewebs, they offer some cool stuff. They make blogs for you, you can even have your own little forum.
Intercourse.

Geocites isn't the best.

Also even if your very good with html, etc I would still keep your account on richtext or whatever its called either way its the default, and don't change it because it easier to get familiar with it, before having to do total html yourself.

What do you mean make money off your page? If you mean like google ads? If you put google ads on your page and people click them , that's a way to make money. You don't make much unless they click A LOT. There are a lot of money-type programs out there, you just got to find them.

http://www.google.com/ads/Just sign up there. I know there's other ads you can do. I think one is called textads? or something like that too. Then I know other people have had blogging for money programs too so really if you google some of this stuff or check out site's you'll probably find a lot.

^ It's called AdSense by Google. Really simple. Just sign up and get verified and coming from Google, you can be sure it's legit. I have an account with Adsense but i haven't put ads on my site yet so i can't tell you how much you'll make. But they will pay you whenever you reach up to $100 bucks.

I know that, I meant textads or textad or something. Different site not owned by google.
Edit..
http://www.text-link-ads.com/ That's what I didn't know the name of.

^ Oh thanks, I've actually never heard of that before. Do you know if it makes more $, or makes money faster than Google?

Last time I asked a friend they said Google > Textads (or whatever it's called) . I'd tried using google. Or both if you wanted too.

dont upgrade to premium client on freewebs TRUST ME you dont want to do that, their domain is not only expensive but their CPanel sucks!.
Instead I recommend getting a hosted site with ur choice domain for as little a 15 dollars at Pink-pistol.net/hosting
also premium clients on freewebs dont get many features like mySQL and email forwarders and stuff like that:]

Always go for a paid host rather then choosing free host. Register a good name and host with a reliable host who is available for you round the clock. Work hard get your site on top of SE's once you get top position you will get good traffic and if you have few ad's on your site you will get good revenue.
