i think he or she means the 3D or smooth.. effect on their faces..

The cartoon look on there faces

the person probably just attacked their faces with the smudge/blur brush.

If you have Photoshop, you can also go to filters>>noise>>median.

I don't know if that would make the exact effect you want, but it looks a little bit like what median does.

nd if u dont want it to come out blurry after u use the filter then go to filter>>sharpen>>sharpen more

^that would defeat the purpose.

Just go to whatever you want blurred and use the blur tool. When you're done:

Layer >> Duplicate layer
On the new layer >> filters >> other >> high pass.

Type in 250 and hit enter. Change the layer mode to soft light. Voila.
