keep this in mind if you decide to use that best quality picture on your xanga: some people are still using dial up. so if you make 1mb best quality picture, it will take forever for the 56ker to download.

if you're using adobe, the highest number you can choose is 12. 12 is the best it can be, so I always choose 12 if I'm going to be using a jpeg. 5 is in the low to medium range, and will make your jpeg appear blurry and pixelated.
If making it a 12 makes the file super big, I suggest saving it as a web image - it will be a .gif extension - the image quality will stay, and the file size will be smaller.

if u press Ctrl+Alt+Shift+S ... it'll open up the save image optimized as thing, and then u can choose all the specifics, for blocks of colour, and logos, and stuff i'd suggest using gif, and for things like pictures, photos, etc, use jpg, or png. u can also chose higher dpi, and when saving as jpgs, u can choose the image quality, but always remember that the hgher the dpi and quality, the larger the image

you can always just uncheck the optimize button as well...
i prefer jpegs for absolute quality-dependant images (photos, etc.) but gifs are much smaller (plus, they can be animated and have transparency).
then again, im usually in a rush so i just save it with whatever setting i used last

I think png is highest quality.

tiff is actually highest, well besides for RAW but thats for cameras. but no one would ever use a tiff in a website... more like for high quality local hard drive access photographs...

Well, I can't really answer "make", but here are a list of files that you can save it as and their qualities:
JPEG/JPGs: Blurry on old monitors but takes a short time to load
GIFs: Colors mess up on old monitors but takes a short time to load
PNGs: Perfect on any monitor but takes a long time to load
