why cant i start a graphic topic at Forum/Resource Center/Graphics?? i try to start a topic to show one of my graphics and this error comes out:

You don't start topics in graphics. You submit a graphic, then if it is accepted it will appear as a topic in the graphics forum.

No one can start topics there. You have to submit one and it has to be accepted to appear there.

You're getting that error because you're not supposed to start topics there.
If you want to submit your graphics for people to use, contribute it.
If you want to show off your graphics, try Graphics Showcase.
