I don't know an exact tutorial but maybe some of these icon tutorials can help you come up with how to get that?

The glowy stuff looks like those light textures for icons. Theres alot of those around.

Edit// Or look at this too:

Click on the icon you want to see the tutorial for.

So I don't know the exact method obviously but that can be done by duplicating the layer you want to soften and use a 1-3px gaussian blur. Lower the opacity of the blurred layer (~50 but it depends on the image). The star brushes also add to the soft and glow effect. :)

you can also change the mode it's on like instead of normal do soft light, screen, etc.

k thanks, hey toya, do you have anymore of those livejournal sites that are set up like that with tutorials?

On that site there are links to more lists of tutorials.

The "glowy" parts are textures set to screen & lighten. And the glowyness of the blur.

The above is a great resource!
(And just something that may be helpful in making icons.)

i know, but i was just wondering if there are any more of those kinds of livejournal sites

and mona, 'Error

No such entry.' when i went on the site

I think those two are the ones I know of. You can try going through other icon livejournal communities.

Plus after you try a lot of those you can pretty much come up with your own technique.
