Most people make them with programs like Photoshop.

And there's a few on cB too. Just search for some.

A vector is a Computer Graphics mock 3D image. You have to have some powerful image programs... it's VERY hard to make them without those.
Programs I suggest:
Adobe PS
Adobe Illustrator
Jasc Paint Shop Pro (only if you know how to really push the program)
Check out Vexels.net's tutorials for different image programs.
