so im going to washington, dc in early october..and i live in canada so i wanna get some good clothes in the us. are there any sales that are gonna happen near there...or good shops?

Since I don't live in DC, I don't know about sales. But here are some stores there - American Eagle, Abercrombie & Fitch, Neiman Marcus, H&M, Saks Fifth Avenue, Macy's?, etc. Google in 'Washington DC department stores' or something like that for more stores. (=

-shrugs- I've been to washington D.C. I ton of times. I guess I really don't see it as a place that has places to shop.
