Make a large document. Paste the image. Duplicate that photo layer four times. For each one, use certains functions like 'flip horizontal', 'flip vertical', 'rotate', etc. depending on the program you have.

To Duplicate a Layer: Layer >> Duplicate Layer
and for the flippage go: Edit >> Transform and then choose a direction from the menu.
