Question: For my borders, currently they're solid. Should I make them dashed instead?

About the borders,
Leave them solid.
Dashed borders tend to make things looks messy.
But that's just me.

hey it's pretty nice n_n. I like rain too. the banner is cool. but yeah the scroollbar doesn't work for me.

its good but i would make the banner and the content a little bit wider so that you can read all the content within the scroll bar.
