I have noticed alot of times people have been using graphics made by other people, and adding either the banner or background to the actual layout that they made to it. I happens alot in http://www.createblog.com/forums/index.php?showforum=57 that forum. There was this one myspace layout that had a Shakira background. A friend on my myspace made it, and the person who submitted the layout didn't give credit. Alot people just find random banners or backgrounds somewhere, and don't even give credit. I think thats not fair at all.

The worst part is we can't do much about it. Until someone tells us whats up with the layout.

Yea . Thats not saying we are not accepting layouts. Its saying that previously accepted layouts are getting rejected. So we can kind of clean up the layouts, graphics, tutorials, etc sections. House cleaning.

Well yes, if they are edited some and look better then yeah.
but I thought he just meant resubmitted the layout that was already rejected without any changes
