i`ve seen a lot of picture collages around here and i was wondering if there was a tut for photoshop on how to make one. i`ve looked at all the tuts here and none of them seem to be the one.

Basically..you cut out pictures.
and paste them together
you can do special effects as well.
like polaroids,brushes,textures,patterns
everyone has their own style and yeah.

Thing about collages is that its based off of your own personal style so a tutorial would be quite useless. But if your wondering how to cut the pictures out there are some different ways to do so that you can look up. Lasso, magic wand, crop. Then you throw in some patterns, effects, use some brushes and wa la you have your collage.
