HOW DO YOU DO THIS:

HERE

OKAY THE BORDERS AROUND THE TEXT. THEY DON`T LOOK LIKE NORMAL BORDERS. THEY LOOK LIKE THEIR BLURRED OR SOMETHING. CAN SOMEONE PLEAS HELP.

i know that but when i do itm it dont look like that. i wont it so it looks like that. it looks blurry.

right click on the little preview box, on the layer that shows the text. Hit select layer transparency. on a layer below that, go, select >>modify>>expand to say 3. This will be your border. Then fill it with whatever color you want. Then, blur it.

It sort of looks like they made a stroke than they added a drop shadow.

I think you could just use a stroke to do that, couldn't you? O_O

Stroke it twice. Right click on your text layer, blending options, stroke. Since it's doubled, just make one layer thicker than the other.

I was just about to ask about making a border in PS, but think this answered my question too. I'm glad I read this; I assuming this works for outside borders too.
