is there a way to soften a image in photoshop?

resharpening and softening are two opposite things

1)Duplicate layer
2) Filters ->>Blur ->>Gaussian Blur
3) Play aroud with the settings a bit.
4) Blending options -> Either overlay or softlight. See which one looks better
