Is Wordpress the BEST blogging program?
or which is?
freeflow
I personally, think wordpress is the best blogging program out there. But to some people it is also the hardest. But I guess you can say that the best comes with a price right? The thing about wordpress though is after you get it. You get it. Accept it is kinda sensitive. I guess because its mostly php. And php is sensitive? I don't know but yea.

B2 is similiar to wordpress I've heard good reviews from it.

People that don't have databases etc use cutenews. From what I've seen its widely used around there so I would say if you can't get wordpress or b2 go to cutenews.

There is also moveabletype. I haven't read anything negative about that one as of yet. There is also greymatter. I've used it. Don't recommend it compared to wordpress, b2, or cutenews. Greymatter has had previous problems with spam but it is a ok program though. Requires no database also.

I suggest you test out wordpress at wordpress.com before actually using it. That way you can tell if you like it or not.

I'll second for Wordpress. I started using it as a CMS before I put it on my blog. Even though its not built for content management, I thought it was better than Mambo, Drupal, and Geeklog for what I needed.
It's not that hard once you get it running. And I'm sure theres a bunch of us here who'll gladly help you out. :)

Wordpress owns the market. Almost all the people I host have wordpress installed. I am looking into trying Joomla though ( http://www.joomla.org/ )

I might be wrong, but I think Joomla was once Mambo. I tinkered with Mambo on a site once. It's not a bad program. If you like Wordpress's plugins, you're gonna love modules.
