I think the answer to this question is quite obvious. Miniskirts show off your butt. Guys get turned on by butts. Therefore, they stare at your butt that you are showing off with your miniskirt. And I hope that's not the attention you want to get.

Mmk. Personally, I hate mini-skirts. It shows too much skin. Sure, I've owned one, and weared one before...and it was not the best choice. Boys kept looking and crap. This is why I don't wear them anymore. :D Our school dress code doesn't allow it anymore, either.
