How do u make a picture like this?

Adjust-Hue&Saturation-Colorize

Looks to me like they used the hue & saturation because in the B/G the girls wearing the cheerleading out fits you can tell they were wearing RED dresses...

Either is good but in this specific picture i THINK they used hue & saturation.

Do you have Photoshop?

If yes, just hit CTRL + U and the Hue/Saturation thing will pop up. Play around with the levels on Saturation to get your desired look.
