If by that you mean it wouldnt play games you got here, then yeah, because the PS2 has different regions in which the games and hardware are made. PS2s in Britain, for instance, can only play games from Britain.
It's not quite so specific. PS2's are region-encoded, and there are four regions: North America, Europe/Oceania, Japan/Asia, and China.
But I wouldn't be surprised if an off-the-shelf British N64 would not work in North America (for the PAL/NTSC reason noted above), although it could no doubt be modified. I believe the N64 was released in three regions: North America, Europe, and Japan. Britain no doubt comes under Europe, and the US no doubt comes under North America, and the two likely use different video formats.
