Eliptical Marquee Tool on a new layer, group with previous... Using fixed-width ratio can help you alot if you want perfect circles.

Elliptical means circle. PSP has a circular selection tool. I know there's group in PSP 5 - 8, but I can't quite remember if it has the same purpose as in Photoshop. It might be called linking in Photoshop. I wouldn't know, I don't have Photoshop.
