Hey i see things like this pretty often images in shades of blue but i do not know how to do it myself also how do i make the diagon lines through it and the fog effect. If some one could tell me how or give me a link to a tutorial that would be great

Ok thanks but the picture origionaly was not that color how do change a pictures color into shades of blue like that? and are there clouds in that picture the ones that can be made with PS

Filter -> Render -> Clouds can produce similar clouds, just make a new layer and erase the sections you don't need.
As for the colour, make another new layer (above the clouds) and fill it with a blue-ish gradient. Set this layer to colour as the blending mode and that should make it similar in colour to your example image.

I have done this before i can still see the origonal colours i want the picture to lose its color and gain new ones

That's why you're setting it to colour. mellow.gif Grayscale it first if you want more intense colour. You could also use a photo filter, but I'm not sure if PS even has those.

.... >.<" Layers palette, I do believe. Above all your layers there's a little drop-down menu. Choose colour.

In Photoshop, you can use the "colorize" option.. Do Ctrl+U, choose your color, and then check the box that says "colorize". Mess around a bit.
