To get the colors. Select a round feather brush. Make a new layer, set the blendind mode to color and just select a color of the brush you want and just make very long strokes on the image. Once you've got all the colors you want. Go to Filter >> Motion Blur and set the radius to what you like. Then merge the layers together.

Those "sparkly" things aren't really brushes, they're a texture. They're called light textures.

Actually, it looks like whoever made that used a lot of textures. No brushes.

And I also find some light textures that you can use.

id recognize them anywhere. it looks like they were set to dodge a couple of times.
