If you have PSP, then you can just get one of those, give credit wherever you got it from, and then recolor it using the Colorize option. Just mess around with the settings until you get it where you like it.

^yea I believe they are patterns.
Just save them open psp do layers>>new raster layer and make it be "color" Then go to foreground color select a color go to your paint brush and go over the pattern.
