Hello, I need to get a website builder that is free i had blue voda but that only works for voda host sites anyone reccomend a free builder to me? plz.

Hi, i need to make a site a upload it through FTP but i don't have a service that you can create a website (layout) on besides blue voda(Blue Voda) and that only works on Voda Host sites and i have to pay for those. i need a builder like bluevoda that makes htm. html. files or w/e besides BVP files. Fronpage and dreamweaver allow you to make .htm , .html pages.
