Your first question.. That's only possible with paid accounts, free users don't have personalized comment pages. As for the second question..

LASTN_HEAD : change this to GLOBAL_HEAD

LASTN_WEBSITE : copy the contents over to FRIENDS_WEBSITE, CALENDAR_WEBSITE, and DAY_WEBSITE

Same for anything else that has LASTN, such as comment links and date/time settings.
