I think its more than one swirl brush put together..

ITS FOR PHOTOSHOP! && YESH I DID SEARCH UNDER THEIR AND THEY DON`T HAVE EM. EXCEPT FOR USLESS ONES...!

Actually you can make your own swirlies with a script font like Scriptina. Just try out different captial letters to achieve different swirl effects, then place the letters at the border areas.
