be more specific what part don't you get? like read through the instructions and og in order if you can't do a step then ask us.
also if you have your own domain see if it has fantastico because it can set it up for you in 5-10 minutes.
also if your hosted ask your host if he/she has fantistico so that they can set it up for you . if not go through the instructions and tell us which part you have trouble with
also (dang also 3 times in a row) check the programming section there are soo many topics on wordpress.

you don't need dreamweaver for wordpress -.-. you can use notepad you don't have to edit alot of files. Are you having any trouble with any parts of the instructions?

i'm stuck on the step that says:
"Open up wp-config-sample.php and fill in your database details. Save and rename the file to wp-config.php"
i opened it, and it took me to Dreamweaver...but i can't use it because my trial ended.

right clikc it and go to edit .. it should open with notepad. or open notepad and go to open and open that file.
Then fill it in with your mysql info.

the name of the database should be the one that you've created? if you have cpanel, just go to > mysql databases > fill in the info >add database
and then add the user..
then fill in the blanks.
you fill in the ones not capitalised, I guess..like:
// ** MySQL settings ** //
define('DB_NAME', 'name of database'); // The name of the database
define('DB_USER', 'user'); // Your MySQL username
define('DB_PASSWORD', 'password'); // ...and password
define('DB_HOST', 'usually 'local host''); // ...and the server MySQL is running on
