It works in PSP9, believe me - I have that brush.
Just go to File -> Import -> Brushes, something like that. And import the brushes in.

Ok Well I downloaded it but it ended up on my desktop :/

You can still import it. -shrug- Just go to My Desktop.

then you click add
and then you click the my desktop on the side
then you click on the brush..
