Its could be a brush effect. Screw around with the different brushes until you get what you want.

if u have photoshop there is a brush that will do that for u ime not sure bout adobe thou

err.. photoshop IS adobe.

if you have PSP8, go to image > frames.

ya i mainly use brushes [x you can "click here" to get some if you want :DD
