Which one is better ? What is the difference ?

No real difference. I can tell, but you probably couldn't. IF you wanted to, you could record a .mp3 at a higher-than-usual bitrate, but it'd be fairly large. So I guess .mp3's are "better".
As for the difference, it's like the difference between two cars. .wma is mostly smaller, and .mp3 is larger, .wma only plays on certain music players while most have .mp3 abilities now.

I heard that you can hear mp3 music starts quicker than wma music. I wonder if that's true.

Exact opposite, usually. Doesn't matter on most devices... But here on the net, .wma usually is smaller in filesize and so usually loads quicker.

So, how quick does both of ithe file load ? 12 seconds faster than mp3?

Sometimes several minutes faster. It's all dependant on other factors too! Like server load, quality of the file, bitrate... -shrug- Generally, .wma is better for web purposes. .mp3 is better for your devices and such.
