If you're using photoshop....
for the blurry effect- duplicate the layer, gaussian (sp?) blur it anywhere from 5-8, and then lower the opacity to like 50% or even smaller. Find something you like, otherwords.
And for the bluish tint-
There are many ways you could get this. The easiest one that comes to my mind would be cntrl+u, check the colourize box, and play around with the blues.
The other way that comes to mind would be making a new layer blue, and either lowering the opacity and playing with the blending options.

is there any colorization or use of the dodge tool in it? i used a color photo and it didnt come out like that..=\
