Made in a graphic prog. You just ass in a square in for your content area. Like this, the header image is this and this is the background. It repeats down from the upper-right hand corner.
So no, you need CSS to do it, not just HTML.

hello. i may know some basic html/css codes but i'm really new into making a layout. i've found a lot of site that has a layout that looks something like
this.i was wondering if anyone could teach me or direct me to a tutorial on how to make something like that using psp or ps.(eitherway, in which you would think it would be easier to do)
on how the table(if it is a table) looked brown to light brown..
thanks in advance.

I'm not exactly sure what you mean, but if you're talking about how the banner fades into the background, a simple gradient was used.

-> Original moved from Programming and then merged with duplicate.
Don't make duplicate topics, especially in different forums. And, to answer you question from the original, you just copy the last pixel of your header image as your background.
For the new one, the only different thing is that they added a pattern to the bg and then did the boxes.

All the user did was make an image with those 2 colors going down again and again.

You CAN use a table, but doing it in Photoshop would be much simpler. The background would looke exactly like the image further down, but only a pixel high. Then set the bg image to stretch down the page so you don't have to necessarily do it using a table.

gradient overlay.
first make one column green and another purple.
It's a background so it stretches when you want it to end. Just set the height to what you want.

yeah it is just an image repeating itself right? it saves space if the image is small; the layout could be made in frontapge using different layers...so? hope this helps..topics kinda old but oh well! :]
