No. Because it's kinda selef-explanitory. Do you know how to colorize? I mean actually colorize? Then it'll make sense if you read it a few times over. If not, then... All you really need is basic understanding of Photoshop, it should make sense if you follow it closely. Meh. Use the rectangular marquee tool for an effect as in the picture you posted.
