how do i smudge with photoshop?

To blur you can use the blur tool , or just go to filter>>blur

i tried that but it doesn't look like it makes a difference.
are there any other ways to blur or smudge?

you can go to filter>>liquify
then just move your mouse around the photo

Are you sure that you are moving the little dial thingy or putting in different numbers in the text box when you go to filter>blur?

There's a smudge tool in Photoshop, isn't there? Same place the sharpen tool is.

I usually just "blur" with feathering. To smudge, I use the smudge tool. On adobe photoshop and photo impression, it has a little finger... just drag and smudge.
