I want to make a word in my header sparkle., how do i do that? Options

In my html header, I want one of the words to sparkle, like this hover makes links sparkle?

Well, can't i make it sparkle all the time, so its not a hover? just like, a text decoration? i guess you would call it? I'm probably not making any sense.

I want a word to sparkle that is not a link.
Basically.
Can i do that?
