^^ I think he`s talkin` about the dashed brush on the top left corner. And the red brush next to "swag".
If you are talkin` about that brush,its a preset shape in PSP. |

You can easily make the dotted line with the pen tool in PSP.
What program are you using exactly? |

Yeah you can use the pen tool. Just switch it from solid line to dotted line.

You also have to switch the mode to "Draw Freehand"
Line style to anything dotted. and just draw a line. |
