Well, you have to become a mod.

To be able to close topics/move topics, merge posts, etc in the Community center, you must become a People Staffer. To become apart of People Staff, you must be friendly, prove that you're helpful around the community, have a PPD of 7, etc. It's quite simple, but you can only apply to be a People Staffer when the time of hiring comes around. Admins only hire the best! So you have to try hard to be helpful in the community :D You'll see.

Actually, to be honest, I'm only sure about how to become a people staffer. I'm sure a xanga/myspace/blogger/design staffer will come into this topic and explain how to become one :D [They're the ones that accept layouts and stuff like that].

"be able to answer a submited layout"
You mean like write a comment for rejections?
Only admins/head staff/design-type staff can go through the design queue and accept/reject contributions.
