- establishment and enforcement of legislation
- finding refugees and directing them toward aid
- promoting self-sufficiency among IDPs

3) the definition and application of self-determination
- i know absolutely nothing about this topic
- basically, should states such as Taiwan have the right to form their own nation, rule the own people, and be recognized as an independent, sovereign state?

also, i need to represent Nigeria's concerns, which include funding for various national projects, since Nigeria is an underdeveloped nation plagued by instability. any suggestions as to how the UN could fund all of these human rights reform projects?

you could talk about the formation of the new Iraqi government, and how much or less the American government should or should not be involved with it. would Iraq end up being an American puppet government? how can that be avoided?
